In March of 1872 at an 'upper room' meeting, Mrs. M. L. Ward and Mrs. Ruth Griffin proposed sharing the expense of purchasing books that could be shared for the enjoyment of all. In a short time, nine of the fifteen ladies present paid $1 each in dues.

Today, Ottawa Library is a North East Kansas Library System Major Service Center II library proudly serving Ottawa and the surrounding area.

Board of Trustees

The Ottawa Library is governed by a Board of Trustees consisting of seven members, each of whom is appointed for a term of four years by the Mayor and whose appointment is approved by the City Commissioners. These terms are staggered. The Mayor is an ex-officio member of the Board. Board members may be reappointed to a second four-year term. The Library Board elects officers for one-year terms beginning in April
